Why are we lagging behind in rational resource usage (sun, rain water)?

Maybe 'cause
1) these things are easier done on individual basis, by interested ppl, just like any other new initiative;
2)our middle class (people that lead the trend in other countries) lives in towns, unlike middle class in US and UK. It's hard to change basic infrastructure things on your own when you live in an apartment as opposite to individual home;

2a) more people rent rather than own their dwellings - so the one who pays for utilities can't change the infrastructure and the one who can upgrade and develop property on this aspect is not interested for they do not care for resources use (although the market could be created if the public is educated on the topic).

Why our companies and institutions aren't doing a thing is another question and I do not have a clue about it for now.
