It looks like a mockup of the hat that was popular during the Civil War immediately after October Revolution in Russia, 1917. In fact it was an official for Red Army.
The name in Russian is "budionovka" ("буденовка").

It is customary to accept that the history of this hat goes back as far as VI century B.C. and its design is attributed to ancient Scythian nomads warriors. Other source may be of Mongolian origin, from XII-XVI AD.

Both Scythian and Mongols contributed to the culture of the new age Russia.
